It is appropriate that the Oceans ’87 Conference is being held in Halifax. Canada is a Maritime nation. The economic, social and strategic importance of its ocean frontier is enormous. The Oceans ’87 Committee selected as its theme “The Ocean - An International Workplace” because of the trans-border nature of this 12th annual conference. The theme also recognizes that most major technological activities in the ocean can succeed only if they can bring together talent and resources from several nations. The Technical Program is arranged to reflect this co-operation.
