The theme of the symposium, "Resource Development - Environment Issues and the Sustainable Development of Coastal Waters" represents the growing interest and importance placed upon the environment and its sustainable development.The third symposium of its kind held by PACON International, the PACON 97 symposium drew 200 participants from 11 countries around the world. Eighty-three papers were presented at PACON 97 with 63 accepted for publication in these proceedings.Since the papers deal in areas of ocean sciences, technology, management and policy, we have tried to group related papers to facilitate the reader's use of this publication. I hope the readers will find this volume of 63 papers useful.
