Abstract
This document details the steps needed to develop a commercial tidal stream energy site in the Channel region, using Perpetuus Tidal Energy Centre (PTEC) as an example.
The TIGER project has also published two ‘Guidelines for development of tidal energy projects’ – one on consenting, and the other on site selection and development. The TIGER project has also published a ‘Tidal Stream Technology and Project Development (WP T1) – Final Lessons Learnt’ report, which includes other lessons on site development and consenting.
The subjects covered include onshore construction and grid connection. Offshore works are detailed, including the numerous surveys required for device developers to conduct initial and detailed engineering, and for successful marine operations. Additionally, an example of the consents required for a tidal site are detailed, including the onshore and offshore permits, and compliancy surveys during operations.
Tidal site development is multi-faceted and requires different levels of information and funding at each stage. As the level of information, number of onshore and offshore operations and surveys, and modelling detail increases so does the cost, generally.
Funding support from multiple sources and governmental backing is essential for commencement of new tidal projects in UK and EU waters
